There is a new option starting up in June. Iridium is back in business. They bought the entire system from the Bankruptcy Court for literally about a Penny on the Dollar. The new owners are using a different business plan. They are catering to Governments and NGO's. The US Government has prepaid for several million minutes of use. Maybe the Commission could swing a way to get some minutes donated by the Feds. Then all you need is 4 cellphones - 2 used each day - 2 spares
