They are mufflers and were more common years back, when ICC rules required electric headlights to be in use on all operations.
Many older engineers refused to use the generators during daylight hours because they hated the whining noise we all take for granted today.
There are still a few mufflers in use. I have detected no difference at all in the sound, which is probably why they were rarely used in later years.
