I don’t think Politics is specifically a Colorado problem. But Colorado does have a lot of tourist lines so maybe this is just their share, and two of the lines (the ones specifically mentioned) have some level of Government ownership and support.
There is lots of nimbyism going on elsewhere. The Nevada County Narrow Gauge group had to move some years ago because local homeowners objected.
There have been problems along the Sierra Railroad’s Toulume branch, which local home owners laid claim to, and if anyone ever tries to run steam on the West Side Lumber line they will find themselves deal with multiple agencies and fire districts
Several of the East Coast tourist lines have had their share of problems, including one which had to change which coal they used to reduce smoke.
As I remember, even the White Pass had problems with one of the towns (White Horse?) which wanted to condemn and tear down an unused engine house.
