Hi Curt,
This is a ballast regulator. This machine runs over an area of track that has had dties replaced and ballasted added and tamped. The small plow on the right side shovels off excess rock and the equipment under the middle and left side operate like brushes to evenly redistribute the rock so that after the machine moves on, one sees the "perfect" shaped ballast betweeen the ties and the manicured even slope of the ballast rock beyond the ends of the ties.
