I don't believe that is true. See
this DPL photo. Note the small plow to cover/protect the cylinder cocks that are mounted on the bottom on the cylinder.
Also see
this photo from the DPL of a later 464 with a steel bar in place to protect the cylinder cocks.
Photos also show the K-28s to have inboard cylinder cocks.
