It was the residence of one of the railroad's top managers. There were originally two houses / cottages built south of the headquarters building, a one story and a two story. Both designed by DeLongchamps and both occupied by the road's top local managers. The two story was later moved off site and completely rebuilt, removing all its original layout and features.
You can walk around the house and realize the front rooms were likely designed with business meetings in mind. There was even a desk area for a secretary to record meetings or a manager to do books. It has since been removed, but long term plans are to replicate it.
