Well actually 411 was standard gauged
And became 802, later when returned to narrow gauge it became second 402, so at that point the RGS might have decided to drop one digit off the number. However the reality is that 40,41, and 42 were given those numbers because they were available in the RGS number system. As I recall they almost had 30 something numbers.
