If Cuba "sells" the locomotives to Spain and Spain locates them in Canada or Mexico (probably better in Canada or some nearby to the US Caribbean Island) then Americans can buy them and legally import them into the U.S. I wonder how many are three footers or two footers? For our brothers in New England-- Cuba has some freat two-footer 2-8-0 steam locomotives.
