The water bag must have been common here on the SVRy as well as in Colorado. In "Rails Sagebrush and Pine" there are pictures of #16, 18, and 50 with water bags hung on the tender just behind the gangway. The Otto Perry photos in the Denver public library of the SVRy, also show water bags hanging on #'s 17, 18 and 19. I remember drinking out of my dads water bag which was kept hanging between the grill and radiator on his truck. The water was cool and tasted fine on a hot day but the bag always smelled musty which was no big deal if you are thirsty.
