The waterbags were sort of an icon on the D&RGW, and in the 60's we would see them on all the engines. My brother and I wanted to get one for our folks car back then, as we would see travelers with water bags slung over the front radiator of their cars. The rope part would wrap around under the hood.
On some of the C&TS/Rio Grande charters some of the crew including Earl Knoob even brought their own personal waterbags to hang out the cab for a more authentic looking 50's or 60's freight train. Earl even brought out caboose lamps for the tail. Boy the early nineties feel like the good ole days don't they!
Buy the way I think there is a D&RG water bag on e-bay now. And, the new Colorado RR museum calender has a nice shot of a water bag on 483, slung unusually low on the firemans lower right corner of the cab. Hm, wonder if they ever put something besides water in them!
