As suggested in all the answers above, you probably need to include Nevada... both for the holdings of the Nevada State Railroad Museums in Carson City (Carson & Colorado smoker/RPO, but also a SPC coach rebuilt by C&C as a combine, the the body of SP combine 24) and Boulder City, (3 car bodies, from Eureka Nevada Railroad, one Billmeyer & Smalls, 2 from Colusa & Lake in CA, plus Dan's replica Elsa) but also because one of the cars at the California State Railroad Museum is Silver State, from the Nevada Central which was equipped with Carter Brother Trucks when built and as preserved...
Colorado has Lake Tahoe's "Rattler" at Georgetown Loop (formerly at CRM) and NPC Kimball Coach No 8 is at Hucklberry in Flint MI
Also, in California, many cabooses looked like passenger cars, and/or were considered 3rd class passenger cars... so cabooses may count (or may not... for example WSLC cabooses)
Its your call if you want to include the Colorado equipment at Knotts, or the Disney equipment, both at Disney and at the Central Coast operation... You may want to include the two OR&L (Hawaii) cars at Travel Town... which also has a SPng car...
