Up here in Wallowa County, I have found similar black powder cans "Hercules Powder" at cuts on the old East Oregon Lumber Co. std. gauge logging line. Both in the Sumpter country and up here
on the logging line I mention, a lot of the cuts were not through solid rock but rather decomposed granite and large granite boulders. Where they ran into solid basalt, their method might have been different.
