Correct, the extensions are 12" tall and are attached at the outer edge/flush with the steel angle that is the top of a conventional hopper. the extensions actually tip in slightly, about the width of the top steel angle. Where there is a ladder, the extension is flush with the hopper car side and vertical. The extensions are all sheet steel and are welded. I don't ever recall seeing any rivets in any extensions.
