The extension appears to be a bit less than the distance between the ladder rungs. See this photo:

I would say that 18"-24" is a bit much considering the likely ladder rung spacing.
Update: I came across a photo of an EBT hopper car with a BIG vertical yardstick!

Looking at that photo at maximum resolution, from what I can see the extension is roughly 12"
.
