If a brakeman is going from the end of the car to the side of the car to return to the ground via the sill step, it prevents the boot from sliding off the step due the momentum of swinging around the corner of the car. There is also a rule that the sides rungs/hand holds have to be within 2 inches height of the corresponding end rungs/hand holds.
