Makes sense to build a few narrower locomotives rather than widen many miles of railroad grade (at least initially)!
The two pistons in the 13.5" cylinders shown on the spec sheet would have about the same total surface area as one piston of 19" diameter, thus narrowing the over-all width of the engine by more than 5.5 inches without sacrificing any tractive effort.
