Cosmetic. The tank dried out so much that it couldn't hold water. I was inside the tank yesterday and all the floor boards have shrunk to the point that the ground is visible between the planking. And, enough light comes in between the staves that the operating mechanism for the water valve is pretty easy to see. A liner or bladder could be used. And the water line to the tank has water running in it. It would require extensive replacement of all the tank elements to be used again.
