Just interjecting a quick correction here. The "River Line" which is the old NYC trackage, was turned over to CSX and is used by them today. The "Southern Tier" lines are the old E-L lines, both through Scranton on the old DL&W, and in my neck of the woods, Port Jervis via the old Erie. The "Southern Tier" was given to NS as part of the CR split. The NYS&W has trackage rights from Campbell Hall, N.Y. to Binghamton. Metro North/ New Jersey Transit leases the the line from Port Jervis to Hoboken, N.J. for commuter service. The Middletown and New Jersey has trackage rights from Campbell Hall to Port Jervis, as well as serving former NS customers in Walden, Montgomery, and Warwick, N.Y. as well as Middletown, N.Y.. In summary, CSX got the old "Water Level Route" and the West Shore. NS got what would become their "Southern Tier" route. Passenger Service on the Southern Tier seems to have preference and restricts freight trains to running late at night during off commuter hours. NS uses the lower end of the Southern Tier as far as Suffern, N.J. I'm not sure if the MNJ is picking up it's inbound at Suffern or that NS is still delivering their cars to Campbell Hall.
