John, there may one category that is exempted becasue the rr doesn't connect with the general system and that is the FRA part concerning engineer qualifications. If I understood what someone once told me, the C&TS like us at the SVRy and are expemt from the more complex regulation, but FRA does want our engineers (and crewmembers in general) to be qualified under our own training program and have documentation to prove it.
