yeah, but that counts as an interchange between railroads, as long as the C&TS is Isolated from other railroads, there are some FRA regs that it does not have to apply to, such as friction bearning on cars. If a 3rd rail is layed on the SL&RG and fully connected to the C&TS, well the railroad will be in a whole new ballpark.
