Sounds like White Pass is still SOL. The US is supposed to relax their cruise restrictions by July, but the Jones Act prevents foreign flagged ships from transporting passengers between US ports and Canada is still reluctant to let anyone dock there mid-cruise. I heard that Alaska was trying to get a temporary waiver, but that seems not to have gained political focus or traction yet. This also affects Alaska Railroad's own and charter cruise operations, not to mention the general cruise related tourist industry in Alaska (and British Columbia). So far everyone else looks to maybe O.K. to open if they can survive on reduced revenue do to capacity restrictions.
There might be a double whammy this year - the drought seems to be continuing to get seriously worse. The Northwest US is having a really dry spring (Portland, OR had its driest April in recent history). I've heard that Southern California and the Colorado Rockies basically got nothing this winter.
