The Railroad Museum of Pennsylvania published a catalog of available Baldwin negatives from the Broadbelt collection, listed by purchaser, back in 1989. It doesn't list any buyer starting with "Arnold". It goes from Armco Steel Corp to Arrow Coal Mining Co.

Baldwin did publish a Record of Recent Construction periodically, but I'm pretty sure those only included representative locomotives, not everything they built. They come up often on eBay. The time period for the subject locomotive would probably be in No. 10 or maybe No. 11. If a photo had been taken for the publication, it would probably be in the Broadbelt collection, so it most likely wasn't photographed at the factory.
