The specification sheet you located is the primary record of this locomotive. There is no consistent "Record of Construction". There may be drawings (but also may not be drawings) if so most likely in the collection of the Degolyer library, (at SMU) but California State Railroad Museum and the Smithsonian hold some... Baldwin had an index of drawing numbers by class (yours is class 4-18-C drawing 14) which include some basic dimensions... again held by the Degolyer... Builder's photos (if they exist) are most likely in the Broadbelt collection at the Railroad Museum of PA.
