If I understood the article correctly, the two men were working inside a tank car when the explosion occurred, presumably the explosion was inside the tank car where the two men were working.
After the explosion the two men were found unresponsive but first responders were not able to enter the car because of a toxic environment inside the car. The bodies were recovered hours later after specialized teams arrived.
I understand that working inside an enclosed space which may have been filled with flammable or toxic materials such as a tank car is very hazardous. I would think there would be very strict regulations and guidelines for such operations.
I am sad for the loss of two lives.
