476 could potentially be a good choice since it was just in service in the winter. If they are pleased with the results from 473, they would know what to expect if they did another K-28 over doing a second K-36 before even testing 480. In addition, they haven’t even finished 473 or 480, let alone start another, so I don’t think the 4th one (should there be one) would be influenced by the need for more immediately considering they have 2 ALCOs in addition to the 3 prior oil burners once they’re completed. And they did get 18 for a reason.

Just some thoughts. I could be way off...
