Your comment prompted me to look at the number of hill turns/month. I knew from observation that late winter was the low point in the cycle. So for 1924 hill turn count is::

January 47
February 32
March 34
April 41
May 45
June 53
July 49
August 66
September 56
October 71
November 56
December 66
Total 605

For days having two hill turns, there were only a few days where two different train crews were used. A few of the hill turns in the October count may have been helping double a stock train, not truly a hill turn..
