I figured you would know and hoped you would respond. I heard the no roof top riding order was after they tipped the train over with school kids riding on top on the ill fated inaugural run out of Quito.

Southbound Rio Bamba to Duran train meeting northbound mixed at Chan Chan. Known as the Back Packers Train.
