I dealt with Joe in 1991, 1992, and 1993. In 1992 I was out for the fall John Craft charters as I was one of his helpers. After those trips I started to plan a charter for after the 1993 Rotary. Once on the phone he said "You guys were really lucky with the fall charters, cause about 2 days later we got a ton of snow". In 1993 I had been dealing with Earl primarily on our "After The Rotary" charter. While I was shooting the Rotary the second day at Cumbers, Joe motioned me over. I sat in his truck while the engines took coal from a pile at Cumbres. He mentioned to me these Rotary operations cost the Railroad about $10,000 per day(This was 1993 mind you). The now retiring John Bush was the CMO for the railroad at this time. I always found Joe to be easy-going, and pleasant to deal with. He also seemed to have the respect of his employees as well. As Earl mentioned it was a good time for the C&TS as they had some great years with ridership, and financially sound seasons.
Now that I think about it over the years I have met perhaps 5 of the GM's on the C&TS. Bob Keller, Dan Ranger, Joe Vigil, George Bartholomew, and John Bush. I didn't visit between 1998 and 2014.
I think everyone will agree that Joe did a great job on the C&TS. RIP Joe!
