As of last week, from what I've heard the track work is progressing north from McMullens Summit to Horne's Crossing (between Runk Road & McMullens Summit). It is ballasted and ready for service to McMullens, as recent dinner trains have done. There's also a ton of work going on in the yard to get the rails ready for service next year. An FEBT crew was working on replacing ties on one of the stub switches, a crew from the foundation was working on track 3 (next to the main), as well as brush cutting, work on locomotives/cars, etc.
From what I understand: work to Joller is dependent on a number of grants and federal funding that the EBTF has applied for. If that money comes through, then Joller becomes a real possibility. If not, they certainly have enough on their plate as is with rebuilding what they have up to Colgate Grove and returning steam to service for next season.
Please note I am an FEBT volunteer and do not speak on behalf of the East Broad Top Foundation or the Friends of the East Broad Top, just an active member who, like many of us, wants the EBT to return and succeed in the 21st century.
