You're correct, Taylor. Even more important, and assuming that the engine will be oil-fired, I don't think you could get the atomizer to work properly to keep a fire in her at 25 lbs. On GLR we require around 35-40 lbs before switching to oil.
Part 2 - According to Phil Reader (West Side afficiondo) here in our shop, the line crosses a highway shortly after leaving town - that would automatically get the FRA involved. I don't think they'll be able to do anything until they get the boiler up to the new regs.
