AFAIK, "native ballast" IE: local dirt & rocks, was used on the CM for it's entire lifespan, with cinders dumped in certain problem spots.
Much speculation about what the Carlton administration might have done given more time (Pikes Peak granite like the Rock? Leadville smelter slag like the Grande?) but no real evidence of what they might have planned that I've ever heard of.
