The pivot is set back to form the tri-mount bogie set up, the body rests on and pivots on the off-centre plate, the body also rests on but moves on the the other 2 angled mounts (sometimes referred to as elephant feet), forming the tri-mounts, this provides better weight distribution and thus better traction.
ALCO diesels here in Australia (and world wide) have the same system.
