Colorado referred to the road over Cumbres Pass as a State
Highway as far back as at least 1919, when the route was through Osier, and not over La Manga. I don't how New Mexico labeled its portion of the route.
Below is a scan from the 1919 Colorado State Highway map I found online. The highway is the double line, while the RR is a single line.
There's a recent version of this map of Colorado Highways from the same period hanging in the Chama depot.
