I'm pretty sure that was the end of a spur for transferring cargo to boats. The photo is facing north, and there is a hill to the south. If this was a spur, it would not have extended past where I was standing to take the photo. The concrete across the gap was higher, but I think it has been raised after rail operations stopped.
There is a foundation to the right that looked like an enginehouse, with two parallel trenches that looked like inspection pits, but the trenches were too wide for 3' gauge track (about 4' wide), and the topography wouldn't have allowed track to line up with them.
