About ten years ago in Olathe KS, the BNSF did the opposite. Their mainline crossed two major roads and increase in traffic on both became dangerous as well as inconvenient. Trains had to whistle at crossings during the night (next to residential neighborhoods). It was a huge issue. The solution was to elevate the duel track mainline. All the of this done without taking the line out of service or even moving many locals. They built retaining walls and filled the grade and built bridges over the two roads. Now trains pass through about every five to ten minutes, both directions, without need to whistle or worry of grade crossing accidents. A case where all parties benefitted.
