The coal was stored in a pile on the side. Then it was loaded in baskets that were dumped into the bigger buckets. Those were stored on the platform ready to be loaded in the locomotives.
This was possible with cheap labour and slow traffic.
The cost of a coaling tower had to be justified I think....
