Not quite. If she was reflued in 1966 and never steamed, the flues have a shelf life of sixteen years, so it's possible she could have run through the 1981 season with no questions asked.
Also, D&S would have a reasonable chance of getting a waiver from the FRA if records and an inspection showed that she was in "as rebuilt" condition inside.
Of course there is the question of a UT survey, calculations, and the alterations that every K 36 was found to have needed due to oversights at Baldwin.
