The things they spent money on back then.

There are two answers to this comment.

First, nuclear power was new in those days and a lot of people had ideas that were very futuristic but did not have enough real data to conduct reasonable thought experiments to evaluate them.

Second, there are many government projects going on right now that are of a similar nature; they exist because of the excess money that government collects.
