What you are looking at is the test stand and fixturing for HTRE-2 and HTRE-3. HTRE-3 had horizontal control rods and was intended to be a better form factor for aircraft.

You can see the "bare" engine here, which would have required integration into an airframe (the plan was a Convair B-36H).

"Lift" isn't really something you can judge from these photos, as there are no wings to do any lifting. :-)
