From personal observation, the general public doesn't wander in the yard, confining themselves to taking photos around the depot and up by the locomotives when they are coupled up. The people taking photos in the engine service area tend to be railfans and are probably pretty aware of their surroundings. I don't see much interest in walking in the yard itself. It would be pretty boring to anyone other than a dedicated Narrow Gauge fan.
