2 reasons:

They started plowing snow departing Cumbres, would not handle additional revenue tonnage at that point.
The other reason would be to save the extra east out of Chama from making a Cumbres turn.

I'm guessing the work extra crew received extra pay for handling revenue consist as well as work train wages.
