It sounds like the area of the Du Pont Powder plant. I have an old Blueprint of the area showing the narrow gauge trackage as well as the Northern Pacific's. The narrow gauge went down to the water and out on a dock. Dad worked the NP job that switched the plant, and, although rarely seen, they had to watch out for the small train at a standard/narrow crossing. An interesting sidelight, before entering the plant, they had to lower a large spark arrestor onto the stack of the engine, generally a "mike". The arrestor was secured with three large bolts with wings to turn them. Rather than try to manuver around the stack on a hot smokebox, the fireman would turn the whole arrestor, resulting in a worn ring near the top of the stack on the engine assigned this job! The 1675, a W-1 was one of these engines, you can get a look at it on my web site.
I can probably come up with more info on the narrow gauge that operated there if anyone's interested.
