I agree with Ron. Since you are a museum you should try to keep the look of the exhibit authentic. Many museum patrons would be turned off by unauthentic looking displays.

Steel fence posts may function, and I guess it is not impossible that they could have been used as rail ties in some mine somewhere, but I don't think the'll save you on maintenance.
Treated ties last a very long time. Steel fence posts bend easily and will rust.
