Here is a photo of a stationary steam engine. The flat car is loaded with the crosshead and crankshaft bearing portion of the engine. Or it could be the same part of a large air compressor. They were built the same way, with a large electric motor in place of the flywheel.
As far as the load in the gondola in the foreground, looks like a load of trouble to me.
