I hope I'm not too far off base here, as I'm relying on my shaky memory, but I think the reason that you don't see any monies for 484, 487, and 488 is that this work is being done under PRESENT funding. Remember, this is the 2004 budget that is being talked about. So only the money for 489 would show up.
It is my understanding that 484, 487, and 488 will be ready to go by next year.
On the master plan, this is something which should have been done a long, long time ago. Better late than never I suppose. It is going to be quite comprehensive and should provide, for the first time, a road map for the future.
And let's not forget that all the revenue goes to the Commission, and then it is parceled back to the RGRPC according to the terms of their contract.
On the subject of volunteers working in the shop, this subject has been kicked around more than once. It is generally agreed that the potential problems and liabilities do not outweigh the costs and risks involved. I don't think this needs to be rehashed again, no matter how attractive the idea may sound.
And finally, in my estimation, there are no valid comparisons between the C&TS, the SV or the EBT. In its financial structure, it more closely resembles the D&S or the Royal Gorge. The RGRPC is striving to run the C&TS as a hard-nosed business. But because of its relationship with the Commission and the two states, it is unique unto itself.
