The primary reason is to get rid of the "fines". Those are the small bits of pulverized coal that are ignited by the heat of the firebox but do not stay in the firebox long enough to be consumed. They increase the fire danger without increasing the steam production.
Getting rid of them is a critical component of our "fire mitigation" plan.
