Were the flat fabricated fronts cheaper? Since locomotives were built to make money for the railroad, I would think cheaper would be better. Did the more complex (and presumably more expensive to manufacture) shapes have advantages that perhaps over the life cycle made them cheaper to operate and maintain, offsetting a higher initial cost. And perhaps flat fronts became more common when the end was in sight for steam? A former bean counter needs to know!
