That is generally the practice. If one has access to shop steam, that works much better. But, most operations don't have that. The oil will atomize on air, but generally not as well. One has to be careful that a pool of un-atomized oil doesn't end up on the floor of the draft pan or drooling on the ground under the locomotive. That oil on the ground can ignite.
Then you have another problem...
Firing an engine up with cold oil is yet another situation to deal with.....
