Stoker? In 537's case, that was a dude with a shovel.

Oil can be lit with a burning rag or burning waste, throw it in close to the burner, give the atomizer steam then open the oil valve till it ignites. Sometimes it takes a few tries, the atomizer can blow out your burning waste, or you can miss with your rag and it ends up in the damper or somewhere else useless.
