It's pure speculation, but for a snowplow engine, as simple as possible seems like the way to go.

With no superheaters and Stephenson valve gear, you have about as simple of an engine as possible, less to break, easy to store for most of the year and then fire up when you need the plow.

When you are bucking drifts, there is snow all around, so the water and fuel savings of superheaters are less important.
